GitHub Apps can now access enterprise billing data

GitHub now lets enterprise owners grant a GitHub App enterprise billing permission at read or read and write level. Installation access tokens with this permission can call enterprise billing REST API endpoints to retrieve usage data and manage budgets and cost centers.
